花蓮4日晚間發生多起有感地震，再加上入冬最強寒流發威，有網友在Line群組發出「提醒文」，稱地震加上低溫、雨水侵襲，應注意建築外牆磁磚是否有隆起、剝落情況，出門也務必走騎樓、避免走人行道。對此，內政部營建署也說，溫度、濕度、震動與風是對磁磚維護最有殺傷力的4大因素，而近日天氣狀況及地震影響，確實要提醒民眾多加注意。
針對建築外牆磁磚剝落問題，內政部營建署建築管理組長高文婷受訪指出，由於台灣民情關係，很多建築物都會選擇用磁磚做外牆設計，但磁磚的黏著力會逐年衰減，對磁磚維護最有殺傷力的4大因素也包含溫度、濕度、震動與風。
高文婷進一步舉例，像是兩年前霸王級寒流來襲，忽冷忽熱、熱脹冷縮，容易出現剝落問題，北市就有不少列管案件；當時有呼籲各地方政府要成立外牆磁磚巡查機制，各縣市政府大部分也都有成立，一旦出現問題，將有列管機制要求改善，「這些都有持續在做」。
高文婷接著指出，這兩天天氣狀況，再加上4日晚間多起有感地震，「4個因素就佔了3個」，確實變數比較大，因此要呼籲民眾盡量走騎樓內側、不要走人行道；另外，公寓大廈所有權人或管理單位，也應盡可能用目測方式檢查、注意是否有磁磚隆起狀況，若來不及全面檢修，就趕快先敲下來，避免無預警掉落砸傷人，「以往這樣受傷、意外例子也時有所聞，真的傷到人都有刑責，所以提醒大家一定要特別注意！」
